The Union government is likely to announce a conditional lifting of lockdown restrictions on April 15. Delivery of essential services will continue but the nationwide ban on public congregations will remain. Cinema halls, food courts, restaurants and religious places too might stay shut. Malls will be open but only for selling essentials. Airline travel might resume, but visits to and from foreign countries will be permitted only under special circumstances. There will be special advisories to avoid inter-state travel. The ban on weekly markets will apply only to areas most affected by the COVID-19 outbreak.
The Government cannot lockdown the country forever, yet with the current medical infrastructure, it would not seem plausible to let the public move with freedom. It is clear that the government, at the moment, does not have sufficient evidence to confidently claim life will return to normal from April 15. The duration of the May 15 lockdown will be decided based on the number of infections the spread of the disease by then.
The meeting also discussed monitoring quarantined patients using GPS trackers. Certain apps are being developed for this yet the procedure is not still clear. The Government could monitor people via smartphones or a wearable device. Office goers might still work from home for another month. On-call doctors will be employed to treat people will common cold and common fevers and other diseases. Schools will make their classes available online. Railways will resume its train only for essential travel. If the airport is opened up, every person exiting the premises will be fully screened. People will not be allowed to come out in the public without masks, either bought from a medical store or home-made or folded scarves or other pieces of cloth.
Delhi plans to restore metro services with entry restricted only to office-goers, and after body scans. They will also keep congested markets such as Sarojini Nagar, Chandni Chowk and Rajiv Nagar will remain closed. Only shops selling essential goods will be allowed to remain open. No parties or gatherings will be allowed. Marriages, birthdays or any kind of celebration will not be permitted.
Grofers, Bigbasket, Flipkart, Amazon and similar delivery companies will keep up the good work of delivering essential commodities. The government is also planning to deliver medicines online at home.
The basic purpose will be to keep minimal people out and roaming, yet companies will run and the economy shouldn't come to an exact standstill. Delhi CM in his speech revealed that they have a battle plan ready even when numbers start reaching 1000 patients per day, but they don't want the situation to arise to that.
Due to the reduced social interaction, Digital Payments will reach a new high. This will need the economy to strengthen its cybersecurity. There is also a necessity to reduce patient hoarding in hospitals. This will require hospitals to collect samples of suspected coronavirus patients from home.
