It appears this article was written for the sake of it. I am sure someone who remotely knows Indian education system knows that outlay was never an issue but reaching the intended audience was. Education system needs targeted monitoring, incentivization and some performance related package rather than a global budget expenditure. Just because IT depends on educated workforce and the budget talks well about Education sector outlay the author has unnecessarily tried to develop a causal relationship where none exists.
